Information Technology (IT) executive and certified Project Management Professional (PMP), member of the Project Management Institute (PMI) in the United States and the PMI Federal District Chapter in Brazil. Co-author of the Electronic Voting Machine project for the Brazilian Electoral System and author of the book O Quinto Ninja. Holds an Executive MBA in Information Technology from TWA/Conhecer, a postgraduate degree in Systems Analysis and Computer Networks from the Catholic University of Brasília (UCB), and a bachelor´s degree in Mathematics from the University Center of Brasília (UniCEUB).
Throughout his career, he has received numerous awards recognizing his contributions to technology and innovation in the public sector, including the Technology, Innovation and Progress Award from the E-Commerce Chamber and George Washington University, the 2009 CIO Award (Government category) from Abril Publishing, and multiple Notabile Awards as one of the most innovative and influential IT professionals in the Brazilian government sector (2010, 2012, 2013). He also received the Digital Citizenship Award from ABRID (2011), the Federal Government IT Professional Award (2012), the Judiciary IT Professional Award (2013), and the Federal Public Service IT Professional Award (2015), among others. He was also honored with the Assis Brasil Order of Merit and recognized in the 4award (2018 and 2019), and was a finalist for the Pico da Neblina IT4CIO Award (2020).
He works as an international consultant in digital elections and biometric identification. He is a member of the Advisory Board of the PMI Federal District Chapter in Brazil, served on the Steering Committee for Brazil’s National Civil Identification initiative from 2017 to 2021, was President of the PMI Chapter DF from 2009 to 2010, and served as Secretary of Information Technology at the Superior Electoral Court (TSE) from 2006 to 2021.
